Zero-Modes and Physical States in Topological 2-Form Gravity

We propose a topological version of four-dimensional Einstein gravity with or without a cosmological constant, which describes the moduli space of conformally self-dual Einstein manifolds. We show that in the presence of the cosmological constant, a unique quantum state in the topological theory gives an exact solution of the Wheeler-DeWitt equation in Einstein gravity.
