A mechanism of radiatively generating neutrino masses is implemented in an SU(2)_L × U(1)_Y × SU(2)'_L × U(1)'_Y model, where the first and second families respect SU(2)_L × U(1)_Y symmetry while SU(2)'_L × U(1)'_Y is specific to the third family. The fourth neutrino, ν_s, which has a U(1)_Y × U(1)'_Y, coupling, enters the model to induce neutrino mixings through additional interactions with e and μ. The phenomenologically consistent oscillation of ν_s-ν_e requires a dominated coupling of ν_s to e.
