Topological SL(3, R) gauge theory, which has been proposed as topological W_3 gravity, is quantized by means of the conventional BRST method. The quantized action becomes a free conformal field theory and has an extended conformal symmetry containing a spin-3 current. It is shown this extended conformal symmetry satisfies a closed but non-linear algebra at the quantum level, and the bosonic part of it actually coincides with the W_3-algebra up to a new spin-4 primary field. Observables and the moduli space are briefly discussed.
