RPA formalism for the pairing rotation is extended. The exact phase-angle operator is expressed by quasi-particle pair operators in an expansion form. The intrinsic part of any operator is determined so as to decouple with rotational modes. Applications to nuclear systems with the pairing force are made and good results are obtained.
