Quantum Electrodynamics, Phase Shifts and the Kondo Effect

It is shown that the bare charge in quantum electrodynamics must be infinite, if the renormalized perturbation series is asymptotic to a consistent underlying theory. A possible asymptotic form for the photon propagator in that case is proposed in analogy with the Kondo effect.
