The semi-classical collective model of nuclear photo-effect, which assumes the existence of nuclear dipole vibration, is reformulated quantum-mechanically according to the S.Tomonaga's general prescription, and a modified collective model is proposed, which takes into account the velocitydependent character of neutron-proton exchange forces. The experimental and theoretical evidences for the validity of the dipole vibration model are discussed.
