The element formation in primordial irregularities in a chaotic early universe is investigated. In order to analyse how nuclear reactions proceed, the velocity field, the radiation temperature and the matter density in the irregularities are derived, and the reaction rates are compared with the expansion rate. It is concluded as a result that the irregularities are classified into three types: I) The irregularities of small size or low velocity; the elements are formed as in Friedman's model universe, II) the irregularities of intermediate size and velocity; the formed elements depend on the primordial composition of elementary particles, and III) the irregularities of large size and high velocity; no element can be formed, except for hydrogen. Moreover, two routes of element formation in the universe are discussed in connection with the observed abundance of elements. It is also indicated that neutrino viscosity is ineffective for the irregularities of types II and III.
