A new non-classical phenomenological model of co-operative phenomena in three dimensions is presented. An equation for the long range order parameter which gives excellent agreement with known results for physical systems is developed. A physical model of the co-operative phenomenon which motivated this equation is also presented. The model preserves the essence of the classical theory while incorporating the correct critical point behaviour as exhibited in nature. The model is shown to be in accord with the scaling laws decribing the critical region in 3-d. It provides additional insight into the fundamental problems involved in creating a theory of phase transitions.
