The breakdown of the scaling law for the nucleon electromagnetic form factors is discussed on the assumption that the charge and magnetic moment form factors have the same "isotopic" structure and the formulae which express how the scaling law breaks down are derived. It is shown that the breakdown of the scaling law is closely related to the non-vanishing neutron charge form factor. Considering the experimental data on the breakdown of the scaling law and the neutron charge form factor, it is predicted that the neutron charge form factor G_E^n(q^2) should cross the q^2-axis around q^2=0.2~0.6 (GeV/c)^2.
