The rise of women's labor force participation rate and the increase of human capital from the improvement of their labor assist economic growth. But the above two factors have resulted in the shortage of daycare centers and a surplus of nursery schools in large cities in Japan recently. Local and basic governments have developed private licensed daycare centers and quasi-licensed daycare centers. Japanese national administration also plans to make a law to unify the nursery school systems and the daycare center systems which were separated long ago. Therefore, there will be great resistance from nursery school establishments, great friction between central, local and basic governments on the distribution of mandates, and jurisdictional disputes between the Ministry of Healthcare and Labor and the Ministry of Education and Science. There also will be a great necessity for talented community management because the steep decrease in the total Japanese birth rate will bring about an excess supply of both nursery school and daycare facilities in 2010.
