This paper is about the need to develop new standards of assessment to evaluate new towns and communities in Japan. Usually new communities are evaluated according to how convenient they are : where the buses go, how long it takes to get to the train station, how close supermarkets are, etc. However, assessment standards should also consider less concrete criteria, such as the effect of such new towns on the 'taste' or sensibilities of the people who live in them. Do they encour age people to live with a sense of appreciation and enthusiasm? I believe that this sense of appreciation and enthusiasm is strongly affected by how the areas of new towns are bounded, both geographically and culturally. How are such domains to be established and developed? This paper attempts to answer that question in three sections: how domains established their cultural matrix, what kind of devices are there to make domains in communities, and how domains can be established in a new town, employing such devices to make and help develop the domains.
