The Government came out with "Civic Education" policy after the World War II. It is a big issue how the policy was related to the prewar Theory on Civic Education. In this paper, I studied Social Education in the period in which the Postwar Educational Reform was adopted by the Government, concretely paid attention to Tai Sekiguchi who was the chief of the Social Education Bureau in the early period, and investigated his Theory on Civic Education. He seems to be conservative from the viewpoint of the postwar democratic education thought. But, here, I would like to emphasize that on the other hand, he had the thought of resisting the old fashioned education in the prewar. His thought, I think, had much influence on the viewpoint of Social Education after the war, which was characterized as a political movement.
