Today, citizen is needed for political participation, because the relationship between political system and citizen has been dramatically changing. For example, Decentralization and Administrative Reform has promoted public information in each local government and people's participation in administration, and Judicial Reform will request the citizen's judicial participation in the near future. To avoid for the people to participate formally or to be obliged to particpate in political activities against their will, the formation of political literacy is very important. This paper mainly explains how Political Education had been argued in relation to Adult Education. The explanation is based on the investigation of what was done during 1950s and 1960s to realize the political educational ideas of Fundamental Law of Education Article VIII "Tolitical Education" through the magazines "Gekkan Shakai Kyouiku" and "Shakai Kyouiku". The investigation indicates two features. First, during 1950s Adult Education had pursued to enlighten the people who had no political awareness and to form political ideas. But the activity such as municipal learning had begun till the late 1950s. Second, in 1960s, although the point of enlightening was continuously remained from 1950s, the subject how to face with the Election as a Political education practice came to be discussed. And it came to be suggested that it was important to criticize the political education contracted election and to construct political education in connection with life problem and regional problem.
