This paper probes the process of organizing mothers in 'Kodomo-no Mura'day nursery by Hirata in 1930's, examining the contents and meanings of 'jichi (self-government)'and 'kyodo (cooperation)'. 'Kodomo-no Mura'day nursery was characterized with the following three points. First, it produced a mothers'new lifestyle, with which they could solve social problems by participation in local government. Second, it organized a public space of child care by parents at 'Dojun-kai'apartment house in urban. Finally, it trained children to take over the norms of 'self-government'and 'cooperation'. In addition, this paper refers to Hirata's idea of 'motherhood', which was hazardous because, on the very idea, she was involved in the fascism ideology of World War II.
