The aim of this paper is to consider what kind of human beings teachers were transformed into in the 1910's in Japan through analyzing discourses on newspapers and magazines which referred to "The Matter of The Degraded Achievement of Elementary School Teachers." In those days people began to focus on educational spirit rather than its institution in consequence of the political revolt, named Taigyaku-Jiken (1910), and students movement in secondary schools. Therefore, the matter of low achievement in teachers became connected with a new perspective on the quality of education. Through analyzing a number of articles referring to the matter in newspapers and magazines, four points are revealed. First, the mass media taking up the matter stood out as the upper grade of power relation against teachers groups, and represented teachers irreciprocally, whether they treated teachers critically or favorably. Second, the teachers who became vulnerable to attacks from the mass media tried to protect the realm of education, immure themselves in it against the representations by the mass media, and make a realm of a sanctuary. Third, the widespread circulation of educational magazines in the 1910's enabled the teachers immure themselves in their own world. In those magazines, they talked of their misery conditions, depending upon their mutual sympathy. Finally, the mass media and the teachers affirmed the recovery of the authority of education together, and the two conjoined at this affirmation, which accelerated the immurement of the teachers.
