This paper aims to explain an characteristic of the educational system, which was formed on the integrated process of child protection in the educational system. At first, I explain that the social protection theory for children was not only motivated by social protection but also by child interests. This theory, then, evolved to the prevention theory of child protection, It has been often explained that was the easy way of reduction in economical protection for children, But I think that was also an positive and reasonable theory at the point of child interests. In 1930's, it was need to plan the concrete system or policy on child protection. How far, and who organize it? At this point, the social protection theory for children was connected with the educational system theory. Kido Mantaro and Tomeoka Kiyoo was the person who made the best theory on this problem. They aimed to solve the conflict on children's daily life by integration of child protection in the educational system. They directed their theory toward the educational system control by "state".
