A business environment has now come to the time of great charge. One of the problems for it is, whether or not the management resources have the business public in other words, whether or not the management resources have social resources. This paper covers that we should not take human resources as the management resources only to attain the organization interest, but we should put priority on the sociality and the public, consider the significance for new human resources, and finally we should propose the importance for human education. The evaluation of human resources in the organization consists of three factors : employment style, employment relationship and configuration of the human resources. When the organization is flexible enough, they don't keep human resources within themselves. Instead, they can adapt themselves to the environment in order to configure themselves. It means that the organization can make the value of human resources. By putting individual function. If the organization behavior is controlled, their human resources are comprised within the organization. Function deficit is covered up by outside sectors and all the uncertainly are thus eliminated. When the organization are invested to create values by human resources and when the core function is created as the value into the society, there exists a reciprocal relation between the organization and the society. The human resource education to intensify the core functions, therefore, significant as a scholastic procedure to conduct an individual consciousness. The public-minded human education finally reaches to the point :: how versatile we can manage human ability. The contemporary core resource is a human being. To educate people with public-minded stance is the present nurture of human resources and the management learning for the diversity. Here lies the public creation for human resources.
