This paper presents the view that a school is a cooperative system, and that this system consists of certain elements of which one indispensable element is organization. The nature of this organization in a school is given some consideration. Organization in a school is open to social environments. To discuss organization is to discuss administration. A definition is given as to educational administration, because definitions of educational administration in Japan up to now pay little or no heed to the continuance of the school itself. Arguments will go to the purposes of educational administration. There are at least three purposes, two of which have been ignored. Detailed discussions on organizational climate will follow in the next issue. Some key words are given on further discussions.
