• Japan has become a world economic power. But the Japanese people think that they don't realize as rich a life as foreigners do. One of the reasons is that there exist gaps of stocks of social overhead capital between Japan and European countries or America. Therefore, it is required that the stocks be enlarged in Japan. The purpose of this paper is to investigate the use of analytical methods in the evaluation of public projects for the purpose of helping decison-makers make public policy decisions. First, we consider from which point of view we should evaluate analytical methods. We think that it is important to fous on the aspects and methods to evaluate the input and output of public projects. Second, we take up cost-benefit analysis. It is a method to evaluate the desirability of public projects by translating the input and output of the projects into monetary value. The analytical method is investigated from the point of view of the aspects and methods of evaluation. As a result, we conclude that cost-benefit analysis is an incomplete and partial evaluation method when it is difficult to translate important input or output of any project into monetary value. Finally, we investigate how to apply cost-benefit analysis and other analytical methods to a project evaluation in order to provide public decision-makers with useful information. There are two ways to correct the partial evaluation of the project by cost-benefit analysis. One way is to use some analytical methods suitable for the evaluation of input and output with different kinds of scale of measurement, respectively. Another is to use an analytical method which can deal with input and output with the above-mentioned property simultaneously. For example, concordance analyis is a multi-criteria evaluation method which might be used. In any case, analytical results are not directly related to the decision of a project. Because decison-makers decide a project by taking account of other things as well as analytical results. Therefore, it is desirable that decision-makers have excellent, comprehensive judgment .
