In a preceding article, this author examined the reasons bihind Thomas' understanding of conscience as an "act". The explanation focused on two principal points: a literal explanation of word "conscience", and a perspective of the thing attributed to conscience. In this monograph, the author continues this investigation to clarify further Thomas concept of conscience as an "act", focusing on the latter's own words found in DE VERITATE:" Through conscience knowledge provided by synderesis and by the higher and lower reson is applied to examine a concrete act" ("Per conscientiam applicatur notitia synderesis et rationis superioris et inferioris ad actum particularem examinandum" (De Veitate, q, 12, a.2). For this purpose, the author proceeds by clarifying the logical relationship between eternal law, natural law, synderesis, positive law and conscience, along with the role of the higher and lower reason, and in this way has attempted to show why conscience as an act can be considered at the same time as "the Voice of God" Thus by establishing the concept of conscience as the voice of God the author has managed to clarify the foundations of the binding force of conscience. In fact, precisely because conscience is the voice of God, it obligates us with universal binding force. On the other hand, the determination that conscience is "the voice of God" poses a new problem concerning an erroneous conscience. In the name of conscience many contradictions and confrontations arise, which, suggest that conscience is by no means an infallible guide.As a result, various new problems arise such as whether conscience, if it is the voice of God, can err; and if it can err, should it still have the binding force as the voice of God? For this reason, this monograph is, forthe author, a conclusion to one question concerning Thomas' theory of conscience, while simultaneously introduction a new and weighty problem. The solution to this new problem, however, will be considered in a future article.
