After Agrarian reform legislation was passed in the 1990s, rural areas changed. Tenant farmers began to amortize their debts or were able to become landowners. During the transition it was necessary for the tenant farmers to have access financial markets. Under such conditions, it is hard to establish a multi-purpose cooperative because of the lack of capital. In this study, we show how the farmers were able to establish and maintain a completely functioning multi-purpose co-op through rice farming. In this rice farming village, there were many farmers paying off their debts after the Agrarian reform and some tenancy, but there were no large-scale landowners or powerful merchants. It means there wasn't a strong hierarchal social class structure so it's easy to create a functional cooperative without any great social upheaval. The Co-op of this village also supplies high yielding rice varieties to its members. I concluded that a Co-op must provide a whole range of services, not only finance or credit. A full service co-op can keep money cycling through the local economy by providing capital that promotes sales, credit, distribution and other service that farmers need. With all these services, the farmers become willing participants in the cooperative. Even if, they have to struggle because of the lack of capital, it is important for the farmers and the management of the cooperative to create multi-purpose organization.
