Recently, as far as the juvenile delinquency in Japan is concerned, the first-committed delinquency is most prevaliing. This tendency stems from the weight that police action for juvenile has turned to the younger class and minor delinquency because of decreasing of the total number of juvenile delinquency. As a result, the ratio of the number of arrested and guided juveniles in relation to the total number of them is getting rise. Thus, in the presence of increasing first-committed delinquency, there provided the TEEN COURT PROGRAM in some states in the U. S. A. to prevent the delinquency from getting more serious at this point. This program has obtained so far good results for prevention of repetation by approaching the juveniles at the first stage where the juveniles committed a still slight crime. In addition to that, from juvenile welfare point of view, due process is paid much attention and thus the opportunity of the presentation is guaranteed for juveniles. Further, through this program, they recognize the mistake of their notion to commit a crime and feel shame by the judgement rendered by their fellow peers, so that they go to rebirth and re-recognize the social liabilty and the value of themselves through community service. From the merit of the disappearing of criminal record after accomplishment of community service, the program is called as "the second chance". On the other hand, the police action for juvenile, above all juvenile justice in Japan, has more negative factors. Since Japan has ratified the Convention on the Rights of the Child. I introduce TEEN COURT in the U. S. A. to reexamine treatment for juvenile from the aspect of welfare. Introduction Chapter 1. TEEN COURT in the U. S.
