This paper aims at inquiring into problems of lifelong learnig from the point of view of human and educational rights. If lifelong learning should help people to establish themselves as the subject creating their own history, it has to be set up as a fundamental human right of all people. It has been the basic idea of UNESCO. In Japan lifelong learning has been rather politically carried out as the meaning of controlling people from the view ponit of labor policy and political rule. On the other hand, however, has grown a new tendency for people to create their own education and culture, and it seems to keep possibility of establishing lifelong learning as the fundamental human right. Such a new tendency is also expected to be influential in reorganizing schools which are confronted with a lot of difficult problems, and in regenerating declined educational effectiveness of home and community. Lifelong leraning should also encourage people to establish democratic society, and if so, it has to play an important role in developing among people awareness and attitudes of respecting human rights.Education for human rights should be carried out since early in childhood through to adulthood, and it has, therefore, to be one of the most important tasks of lifelong learning. In Japan, education for human rights has a special importance in dissolving prejudice among people gainst those who have historically been discriminated.
