This paper presents the analysis of five major language functions. This analysis is based on the frequency of particular English usage and the actual usage of the language. This process allows the researcher to collect the quantitative and qualitative data in institutional settings. According to the data, he applies a functional-notional approach to meet the English needs of Chiba University administrative employees. He can then suggest the improvement of language programs for specific workplace settings on the basis of this approach.
