In 1975 Monbusho (Ministry of Education) took decentralization policy of the higher education institutions. This paper attempts to examine the consequences of this policy, intended and .unintended, when the college enrollment rate were stagnant or even decreased. This policy, first adopted in 1975, was characterized by its aim of restraint. Major findings include the following three points. First, the disparity between the highenrollment regions and the low-enrollment regions fluctuated in proportion to the change of total capacity. When the quota increased, the difference also increased. Second, this fluctuation resulted from the change of high-enrollment group in the urban areas. In other words, enrollment rates in urban district changes along with the national capacity. Third, this fluctuation mainly resulted from the supply side factors rather than the demand side. There are two evidences. One is that the percentage of applicants for admission to universities changed not so dramatically as the case of enrollment rate. Another evidence was illustrated by the regression analysis of the enrollment rate with the income of each prefectures. Though this process intensified competition over entrance into colleges. However, the prospective decline of 18-year-olds will change this picture dramatically.
