The ISO standards should not be seen as standards of quality assurance or environmental protection in the narrow sense, but should be used as tools of quality management or environmental management to raise the overall quality of business administration, and thus can be expected to increase competitiveness. Besides TQM and ISO, other management tools which increase management quality, such as the Japan Quality Award, Six Sigma, Balanced Scorecard and so on have been receiving much attention over the past few years. Although all of these tools have basically the same aim, they differ in the way of thinking and technique, and each has its own merits. In order to raise the quality of management, it is necessary to implement a continual cycle of improvement. Therefore, in this paper, I wish to try out the implementation of all of these management systems from the point of view of "continual improvement", and examine what needs to be done for them to be put into practice in small and medium-sized enterprises.
