概要

• This paper describes the principles of intervention for protecting the public and the environment in case of a nuclear emergency at a nuclear power plant, the estimation of intervention levels in compliance with the principles of intervention with a human capital approach, a decision-making procedure with emphasis on decision-making in the early phase of an accident, and finally the authors' venture on the responsibilities of national and local competent authorities as well as management of nuclear power plants in decision-making related emergency preparedness and response.
