• In the case of nuclear emergency, some decisions will be made at various stages of the emergency. Decisions will be made to minimize detrimental effects to population and environment of interest. Many materials and data on the area around the site are necessary in those judgements. In the present study, the author focuses on creating the decision support system (DSS) for a nuclear emergency to help a decision-maker (a prefectural governor or a co-prefectural governor) in the anti-emergency countermeasures headquarters. As the first step to create the system, the framework of the decisions in a nuclear emergency is discussed.
