The earthquake offshore Toho began jolting at 22 : 23 in October, 1994. The Meteorological Agency immediately issued Tsunami warnings via nation-wide TV network. While people were alerted, the news on TV that reported the earthquake gave the viewer an impression that it was not as serious as it later turned out to be. It was because the scenes that were aired on the news program included the calm surface of the sea along the coast with the streets in the city that were not heavily congested. In this circumstance, many residents did not react instantly to the tsunami warning and were caught by the disaster. The lesson which we can learn from this is that unless people sense emergency from news media, they are not going to take immediate action to cope with natural disasters. At the conclusion of this field research, I was still not certain whether the television broadcast with regard to the earthquake adequately met the needs of people in the local communities since the responses of the interviewees varied when they were asked the questions on this issue. While most responded "yes", there were some who strongly disagreed with the adequacy of the news. In Kushiro several residents stated that the television news with regard to the earthquake was broadcasted in such that the viewers were told the same contents redundantly and in exaggerated ways. In Nemuro some commented that the content of the news was not accurate, especially with regard to the movement of the earthquake since they felt it differently. There were still some others who stated that the critical situation of Nemuro was not televised on the nation-wide network fast enough. In summary, there are three important facts that were found from this survey. They are : (1) Tsunami warning was issued promptly and therefore it was effective timewise, (2) Evacuation order for the tsunami was delayed for the local residents , (3) Many residents failed to react promptly and adequately due to the late hours of the earthquake eruption.
