The Kushiro off-shore earthquake occurred at 20 : 06 on January 15,1993. Its Shindo was 6 on the official seismographic scale. A fear of tidal waves began to spread among local residents, but the Meteorological Agency soon announced that no such waves were imminent. The most serious material damage done by this earthquake was that it destroyed the headquarters building of Kushiro's fire department. The most serious psychological effect was noticed when two rumors began to spread among the locals. One of them stated that a huge "earthquake cloud" had formed which they said was a sign for on set of another serious earthquake. Another rumor was the gossip that told them that another major earthquake would be hitting the Kushiro area on either January 30 or 31. This thesis is intended to analyze, through survey, how Kushiro residents behaved at the time of this natural disaster. The survey used in this study covered the following : (1) immediate safety-related activities ; (2) information-gathering activities and satisfaction with media coverage ; (3) cleanup activities ; (4) damage assessment ; (5) longer-term effects on daily living ; and (6) preparations and preventive measures. A total of 215 people were surveyed by phone at January 24. In general, people after the earthquake showed their enthusiasm in getting themselves prepared for another major disaster. I sincerely wish that they maintain this enthusiasm in their daily living in the future.
