After the World War II, drastic refomations were taken place in the field of the teacher education in Japan. The main issue is that teacher education should be practiced in the universitiesin which academic freedom is guaranteed. The new Act of certificates of the school teachers was enacted in 1949. But soon after this, Japanese Government has changed its educational policy. This policy has brought about many serious problems. Nowadays the adoption of unqualified teachers has been in critical issues.
