This paper investigates the relationship between Pareto principle and utilitarian principle on social choice with continuum of individuals. The set of individuals is assumed to be an L^∞space. I prove that, under some structural assumptions on a profile of individual choices, Pareto principle implies utilitarian principle. The weighting measure asserted by utilitarian principle turns out to be finitely additive. In particular, it might convey noise by local dictatorship. To get countably additive weighting measure, I introduce a concept of identifiers and prove that a finitely additive weighting measure over individuals is equivalent to a countably additive measure over identifiers.
