It is often said that Japan is, as it were, an honour student in economics but a backward one in politics. To put it differently, democracy is unmatured in politics in Japan. Democracy, ofcourse, should be supported by the security of fundamental human rights and the popularsovereignty. Nevertheless, Japan is what is called a money-oriented' democracy and bothrights and sovereignty are thoroughly neglected.This must be also pointed out; one of the remarkable characteristics of Japanese executives,among the world of politics, business and bureaucracy, is irresponsibilities for their wordsand doings. Lack of moral sense on their part should be criticised. But at the same time general public has to undertake some responsibilities for corruption in that it has turned a blind eye to leaders' conduct.The above mentioned deficiencies have impeded the democratic maturity. In this paper I attempt to analyse these abnormalities, focusing my attention on the political role played bythe system of Symbolic Emperor.
