In the establishing process of the public education system in Japan there was a great choice of courses to take and each of them had its own image of education itself. In this paper I tried to abstract the images of education from the financing system especially from the tuition system. As a result of the examination it is found out that the images consisted of profitability, obligation and uniformity, which were regarded as the integral parts of the education system. But since these three moments stood separately, the education system in fact was not very stable and the course for the public education system was still not settled. It was the tuition-free system that brought the education system into stability and universality. On the one hand it built up the clear image of education which was supplied by the state, was unified, had its own value by nature and was embodied in every-private-man equally, on the other hand it fixed a rational basis of the compulsory education which related citizens with the public as a whole i. e. the state.
