This article deals with K. Mannheim's theory of social planning, formed gradually in 1930s. It included educational planning as an important element. The aim of this paper is to clarify following questions: How was his theory of educational planning constructed? And why was his planning turnend into the cultural policies, especially over the masses by the ruling elites in wartime? The latter is extremely a controversial topic in the studies of Mannheim's theory so far. The paper concludes that the peculiar character of Mannheim's theory expresses itself intensively in his concept "social technic". It is a key term in his theory of planning and prescribes the very nature of his whole theorization. From the study of Mannheim's case, some significant perspectives can be aquired on the general theory of educational planning today.
