The year 1992 was the year of Christopher Patten in Hong Kong. He has become the first Hong Kong governor who is internationally well-known. As is known, Sino-British relations have been deteriorated since his policy speech in October 1992. Does this mark a historical watershed in the pre-1997 period? In my view, this event is characteristic of Sino-British or Sino-Hong Kong relations as 1997 approaches. At the same time, though, the change of the international setting adds something new into the equation. This paper aims at clarifying the process and background of Patten's proposal and giving a scenario of Hong Kong's transition toward 1997.
