In news articles in Japan, the phrase “Spectatorial Democracy” has been used to explain the “contradiction” between increase of watching TV programs of elections and decrease of voting turnout. In this paper, we try to explain those phenomena without using such a new phrase as “Spectatorial Democracy”, considering watching TV programs of elections from the point ofview of electorate’s involvement in electoral process.
