The harbours as laid down in the statute of the Ritsuryo, functioned in the transportation of produce used for national taxes. The costs for repairing and maintaining these harbours therefore were paid by the government. Later in the Ritsuryo period however, tolls were collected to cover these expenses. This was only a temporary measure. As the Shoen system or manorialism developed in the Insei period, the tolls were collected on the rivers in the area of each Shoen. In this paper the author wishes to show that this is the origin of the economically functioning "barrier stations" of the medieval ages.
