The coupling between free and bound electrons under non-LTE (Local Thermodynamic Equilibrium) condition is analyzed. The cross sections of electron-impact ionization and excitation are shown to be much larger than that of thermalization between free electrons at high velocity range. Consequently the velocity distribution function of free electrons in this range is strongly modified, reducing in turn the ionization and excitation rates; this may influence the x-ray laser dynamics and other atomic processes. This reduction of the distribution function can also give rise to heat flux reduction.
