With the development of an international nursing education program, Griffith University and the Japanese Research Institute embraced the opportunity to develop and provide a post registration, Bachelor of Nursing degree for Japanese nurses. This program enables Japanese nurses to study at home and in their language. The program has been currently evaluated through using a quantitative evaluation approach. However, the data identified by the quantitative evaluation tool does not appear to fully represent the Japanese students' perceptions of their learning experiences that could be useful for understanding the course effectiveness. The major intention of the study is to evaluate the course program by illuminating Japanese nurses' perceptions of their educational experiences while undertake the Nissoken program. An ethnographic-type of evaluation model developed by Parlett and Hamilton (1977) was utilized an appropriate evaluation strategy to achieve the goal of the study. Focus group interviews were conducted to produce illuminative data of the students' insights of their educational experiences. Content analysis was undertaken for data analysis. The results revealed a variety of Japanese students' concerns, agendas and perceptions that had not been identified in previous quantitative evaluation data. In particular, students' perceptions and concerns about their learning experiences and course subjects which have been strongly affected by cultural values, professional practices and previous educational experiences. The outcomes of the study offer recommendations for curriculum review and cultural sensitivity.
