Of the establishment of 「the factory law (The law about the labor protection for the factory laborer)」 and then, the enforcement was the pending problem item of the japanese government from the middle of Meiji. In 1911,the factory law was established. It become on September 1st, 1916 and b arely, a factory law was put into enforc ement. The first labor protection law to the factory laborer in our country was this factory law. It was exposed to the international cost competition such as the exportation conpetition and the working condition of the laborer was severe. It attempts to examine about the situation of the laborer and working environment in those days from the first yearbook on the factory law by the government inspector and so on.
