• This paper focuses on the effect of domestic vertical foreclosure in the export promotion situation. If there is a domestic vertical foreclosure, the foreign rival's cost increases. This works as an export promotion device. Domestic foreclosure diminishes the relative importance of government in trade policy. The problem is whether or not this export promotion effect of domestic foreclosure works as effectively as the traditional export promotion policy. This paper shows that in the linear demand case, in the light of social welfare, domestic foreclosure dominates the export promotion policy.
