China's Internet construction and development policy, as a part of China's telecom policy, has undergone a course of substantiation and readjustment from the mid-1990s when its basic framework was first shaped. The Chinese government has put great efforts in the construction and development of the Internet in China. In a short period of a few years, China has laid the Internet infrastructure throughout the country. Within an even shorter time, the Internet has become a popular communication carrier among ordinary Chinese. The core of the Chinese Internet policy is composed mainly of two segments : one is the all- out construction of Internet infrastructures, and the other is the control of information content. The current research is aimed at these two aspects, analyzing the course of formulation, implementation, modification and adjustment of the Internet policy in China, and, meanwhile, assessing its successes and failures, and anticipating its possible direction of development. This article, as the first half of the research, focuses on the governmental policy on the Internet infrastructure construction and operation.
