Historically, corporal punishment had played an important role in maintenance of discipline, and institutionalization of corporal punishment had continued to be tolerated in American public schools. However, corporal punishment in public schools has recently been prohibited in many States. At present, more than 30 States have banned corporal punishment in schools. As a result, suspension systems have become popular in the place of corporal punishment, and most schools have established OSS(Out-of-School-Suspension) systems. However, some problems appeared on OSS systems : racial discrimination, deprivation of an educational experience, repetition of suspension and difference of the using of suspension depending on schools, school districts or cities and so on. According to the data, almost 2 million students were suspended at least one time during the 1985-1986. In order to overcome the major shortcoming of traditional suspension, ISS(In- School-Suspension)systems have gradually been available with OSS. The purposes of this paper are to investigate the good points, the examples and the problems of ISS. According to the several researches, several important findings and suggestions are shown on ISS systems as follows : l. Compared with OSS systems, ISS systems are imposed to a more minor violation and have several advantages : suspended students can go to school, simultaneously, the school discipline can be maintained effectively. 2.ISS systems could be good and beneficial opportunity for misbehaved students' future life. 3.ISS systems had significant power in reducing drop out rates. 4.As one of the alternative programs, positive parent contacts were found to have a significant effect on suspension rate. 5.It is necessary to consider the contents of ISS systems, such as stuff, curriculum and communication.
