Neal-Smith criterion for longitudinal short term flying qualities of airplanes, which focuses on the closed-loop characteristics for pitch attitude tracking control, considers the response characteristics to pilot's control input, but not the response characteristics to disturbance input. By adding the pitch-rate response characteristics to vertical gusts as one of the evaluation parameters into Neal-Smith criterion, its capability of flying qualities evaluation can be improved.
