The instability of a neutral hollow beam is investigated within the framework of the Vlasov-Maxwell equations. It is assumed that the hollow beam is thin with the cadial thickness a which is much smaller than the major radius R_o, and that the equilibrium beam charge is neutralized by the background electron charge. The stability analysis is carried out for perturbations about the beam equilibrium distribution function f^o_b. The detailed instability properties are calculated for a variety of system parameters.
