Steady-state solutions of rotating and propagating LIB (a light ion beam) are correctly obtained by using distribution functions. The effect is considered on these solutions of the deviation from the charge neutralization and the current non-neutralization. For LIB to be hollow is shown by the profiles of the solutions based on the distribution functions as protons have the same axial velocity but the same or different azimuthal velocities. The practical solution is given by using the distribution function as protons have the different axial and azimuthal velocities. This solution satisfies the stability condition shown in the previous paper.
