When a neutral gas (He) is introduced into the "plasma region" of the TPD machine, an intense glow was observed at the tail of a plasma column. The population densities of the excited levels of helium ion He^+ in the glow plasma were found to be much larger than those values expected in a steady state which had the same values of electron temperature and density as observed one; it is shown that the palsma should be considered to be in a quasi-steady state.
