A key management scheme which is suitable for time-limited services is considered. This scheme aims to realize a key which is automatically activated and deactivated at the beginning and the end of a subscription period, respectively, where the subscription period is determined by a user freely and flexibly. Although the previous construction realizes an efficient management of such time-limited keys by using a commutative pair of one-way permutations, a certain condition on the permutations is needed to make the construction secure. Unfortunately, actual implementations of such permutations are not found yet. In this paper, we propose another construction based on a one-way permutation tree. Although the proposed construction is less efficient than the previous construction, the condition on a permutation needed to make the proposed construction secure is more reasonable.
