A real-time coding that performs, in one coding pass, avariable bit rate coding that capitalizes on the MPEG2video coding is proposed. In this method, therelationship between quantization scale and generated bitsis modeled as a function to assign bit amounts. Based onthis bit amount assignment function, the quantizationscale is determined for each picture frames and coding isperformed with this quantization scale. To verify thismethod, computer simulations were performed and MPEG2real-time encoders were built to serve as the hardware ofthis method. From the results, it was confirmed that:1. this method's assignment of bit amounts is executed ina similar fashion to that achieved in conventional 2-passvariable bit rate coding; 2. image quality can greatly beimproved over the quality achieved in constant bit ratecoding; and 3. coding performance remains stable even overextensive coding durations.
